Dr. Blanchard has both a doctorate of philosophy in educational policy and a law degree. She has extensive experience in community controlled indigenous education; community school board training; parent organization training; advocacy for persons with disabilities, including students with disabilities; community college education including teaching, administration and program development; legislative process, particularly in the field of education, disability and human rights; and community organizing and development. She has worked as a legislative staffer and lobbyist and has been involved in researching and drafting legislation and regulations in the fields of education, mental health and services to persons with disabilities. She has worked with parents, educators and local school districts to resolve challenges surrounding provision of a free and appropriate public education to students with disabilities in an inclusive educational setting and to build programs of culturally appropriate, academically rigorous education in multicultural settings. She has taught at the community college level and served as an administrator and external consultant to rural community colleges with majority populations of ethnic and racial minority students. Dr. Blanchard’s current research interests include the historical and curricular research necessary to incorporate education in human rights and the history of humanitarian law into American social studies education. She is a member of the executive committee of the Peace Education SIG of the American Education Research Association and a member of the Disability Caucus of the California Faculty Association. |

Dr. Chávez possesses expertise in cross-cultural communication, instruction and curriculum development, accreditation, student affairs, online learning, diversity in higher education, human resources and supervision, workforce development, strategic planning, resource development, program evaluation for educational programs in K-12 and higher education, and administrative leadership and policy development for K-12, community college, and higher education systems. Dr. Chávez has extensive experience working with the Native American Tribal in strategic planning, program evaluation, and professional development throughout the Nation. Current research interests include issues of diversity in higher education, strategic planning and organizational change in higher education, and program assessment and evaluation.

Dr. Cowan has extensive experience and expertise in higher education management, small group leadership and dynamics, organizational development and management, human resource management and leadership, strategic and program planning, nonprofit management and leadership, program evaluation, and American Indians in education. Her specific areas of research interest include leadership in urban schools and rural communities, the experiences of American Indian students in public education, higher education student services, community college leadership and management, value and purpose of higher education in contemporary society, pathways to student success and evaluating programs.

Dr. Dixon offers in-depth experience in educational and organizational development. Her extensive career as an educator began as a teacher for 8 years in Harlem with the New York City Board of Education. Her doctorate is from Columbia University with research interests which include: a) K-12 program design and assessment; b) productivity development; c) coaching for administrators as well as individual and faculty teams; d)licensed trainer in communications techniques under both favorable and adverse conditions; e)international educational work (specialty: People’s Republic of China). This international work extends since l990 when Dr. Dixon was selected as one of seven professionals from the United States to do training for 45 principals of schools for youth with disabilities in China by the Carter Center with “Project Global 2000.” Dr. Dixon has maintained this educational work and sponsored two of these Chinese colleagues as Visiting Scholars at Sacramento State University. In the public education world of K-12, Dr. Dixon worked as in administrative leadership roles for 17 years. Among these were Director of Special Education; Director of Special Services including employee and student assistance; Director of State and Federal Grants; Regional Manager for a county-wide program supervising Principals working with 200 teachers; and High School Principal. In the higher education world of the College of Education at Sacramento State University, Dr. Dixon served as Associate Dean for six years. This work included serving as the HEERA designee, assisting in the hiring process for 51 new faculty members (of ll0 total tenure-track faculty), handling all student complaints, assisting four faculty in initiating new areas of research, staffing numerous committees, and mediating many disputes from both an overt and covert position. My key quote and advice to you is that leadership is both science and art; the exact formula for it is not found in science, but in the artistry of one’s efforts. |

Dr. Edmund W. Lee is a third generation Chinese-American who was born and raised in Sacramento. He earned his Bachelor of Arts in Asian History at the University of California, Davis, his Master of Arts in Elementary Education at CSU, Sacramento, and his Doctor of Education at the University of the Pacific. Dr. Lee spent 21 years working as an elementary teacher and district administrator in California public schools prior to joining the Sacramento State College of Education faculty in 1999. He is a professor and past chair in the Educational Leadership and Policy Studies Department. In addition, Dr. Lee was a member of the Ed. D. Work Group that created the independent doctorate in Educational Leadership at Sacramento State and served as the Interim Director upon the program’s launch. His expertise includes bilingual/multicultural education, categorical programs administration, testing, and school improvement. |

Dr. Carlos Nevarez serves as an Associate Professor and Director of the Independent Doctoral Program in Educational Leadership at California State University, Sacramento. He received his doctorate in Educational Leadership & Policy Studies and Master’s in Counseling from Arizona State University and has focused much of his work on developing academic programs designed to cultivate transformational leaders. These programs include one master’s and two doctoral programs in educational leadership. His recent research and publications focus on addressing what type of leadership training is available for higher education leaders and its impact on leadership development. He has taught numerous courses on the topic of leadership theory, diversity, research methods, and student affairs. He currently serves as the Chair of the American Educational Research Association (AERA) Special Interest Group: Multicultural/Multiethnic Education: Research, Theory, and Practice and was a Doctoral Fellow for the Kellogg Foundation. Dr. Nevarez has held a multiplicity of internships and fellowships with national organizations: Western Interstate Commission for Higher Education (WICHE); Education Commission of the States (ECS); National Science Foundation (NSF)/The Association for Institutional Research (AIR); and the National Institute on Drug Abuse (NIDA). He also serves as a consultant for the College Board and the Education Testing Service (ETS). |
